Well you would have relapsed if you had given up drinking for ages, then caved in and started drinking again.

A relapse is when you have made the determination that you are not going to drink again, anymore, whatever, and then you do. It could also be if you made the determination to only drink 2 drinks a week and then you drink more than that. (That's not the approved AA version but it's more in line with a "recovery" model.)
Rehabs and psych hospitals are currently supposed to take the client's goals as the discharge goals because the client is actually the one who has to live with it. So if you never planned on quitting drinking (but your doctor did plan on you quitting) and then you drink, it's not a relapse.

I'm a recovered alcoholic. I went into rehab last November for three months and haven't had a drink since.

I attend regular AA meetings and know I must never drink again, if I did, that would be a relapse, and in AA's experience it is worse the next time.

I have met many people in the past year and they are all agreed that it is worse the next time.

So my advice is to join AA, people who follow their recovery programme rarely fail, but if you have another drink even years after you stop you will be back on the merrygoround.

I'm assuming you are referring to someone who has stopped, or tried to stop drinking, but has 'fallen off the wagon' - which would technically be a relapse - A relapse is when you go backwards or deteriorate.
