The below are available for download on-line. I don't think you would want to edit images on-line unless you have lots of spare time on your hands.

For basic editing:
XnView: http://pagesperso-orange.fr/pierre.g/xnview/enhome.html
IrfanView: http://www.irfanview.com/

XnView and IrfanView are also good thumbnail viewers.

More advanced editing:
The GIMP: http://www.gimp.org/

The GIMP is full featured, but much harder to use than a simple editor. Plus, the user interface is a bit strange.
