oh, they always have a catch 22 to fall back on. xyt22m - beta jag x444 clause to extent and maintain etc. always have a catch 22.

laws and codes etc are so easily amended and ever easier to reinterpet. it means what the want it to mean.

like the golden rule. the golden rule means the man with the gold makes the rule. the government and their corporate sponsors have the gold. but we must constantly struggle all our lives to get a little gold and avoid them taking it away from us.

has not it always been that way. it was thay way in merry old england, the roman empire, the catholic church, the egyptians etc. expect it to change.

a fool is someone who keeps being kicked by the same mule day after day and expects it to change some day. fools cannot learn.

Article One Section Eight says Congress can only fund the military for no more than two years at a time. That's why the Defense Appropriations Act is one of the thirteen major spending bills that both Houses of Congress have to deal with every year. The Defense Appropriations Act for Fiscal Year 2008 (which began on October 1, 2007) has already passed and been signed by the President.
And that legislative process has been in place no matter which party the President belonged to.

So how did they manage to fight in Vietnam from 1964 - 1970??

I think you need to re-read the U.S. Constitution with regards Article 1, Section 8, again.

For one, there's no war overseas, so your question doesn't make sense. If there was a war, we would have finished it by now.
