My dog will not play with toys and she isn't very playful.

How old is she? If she's older, then she's not going to be very playful. Has she seen a vet? Maybe she is not feeling good, and she needs to be checked out medically.

Some dogs just aren't high-energy or playful dogs. Dogs have different personalities, just like people.

well try to engage her to play with her toys.try putting some peanut butter on it.that got my dog excited when he wouldnt play with his toys.
if that doesnt work bring a dog over with toys.theyll play with the toys together.
it also depends on what kind of dog it is. all dogs have differrent levels of energy.especially beagles

well, it does depend on the age, and even on the breed!
you can try to promote playing by running around, getting her excited.

but you cant always change a dog's personality.
but she could be sick. my last beagle i had was diagnosed with kidney disease, she played sometimes, but not often, like my new beagle
