Most public education is funded through taxation.Taxes may be assessed at the local level, through property taxes also with an educational assessment. or through the state via corporate taxes, individual income taxes, sales taxes and fees. In CT, the state doles out educational funds on the basis of need, So "rich" towns suffer because cities have more representation and longevity in leadership. So they feather their nest.
