On a Dell laptop, I'm getting error message "Program Manager not responding" How to fix?

On a Dell laptop w/ Windows XP, there is a recurring error message that says "Server is Busy. Program Manager not responding. Retry?" It doesn't seem to block applications, but the error windows are a pain to close. This started happening at about the same time popups started to appear. Have any of you encountered such an error and have an idea how to resolve it?
