Yep, it's part of human development, to test the world around you. Yes, it's annoying and irritating, but it's a necessary step to growing up.
If he's mean to you, just walk away from him. Ignore him. He's just testing you to get a reaction. Teach him that the correct behavior is to remain calm.

Sounds like his mom needs to set some boundaries and teach him right from wrong. I have a 7 year old and a 4 year old. They are both very well behaved kids! I don't put up with it.

Kids that age are defining their boundaries. They have a sense of self and that their actions have results. They know what they want and do not yet understand that they do not know all the consequences of their actions. They rule their universe. Do you tease him? Are YOU mean to him? Is he reflecting back what your family has taught? I'm not judging, just asking. Kids are mean, and cruel too. Mostly because they do not understand the hurt.

The stage of 2-3 years old is awful. That is the curiousity stage and kids 2-3 get into everything and do what they want to whom they want. It will pass...trust me.

Trantrums are part of normal child development. However, you need to understand why he is doing it. There is a reason maybe venting frustration.

I think 2 year olds are more bossy than mean. I think they don't know that they're being mean, but it comes off as if they are.

I would not call them mean, just difficult.
There is a saying that 2 year olds are so cute so their parents won't kill them. It is a phase and they will outgrow it.

because their parents allow them to be mean. my son isnt mean and he wasnt at 2 if a child is punished for bad behavior it will stop

If the parents don't teach them how to be considerate of others then they will be mean and bossy. That's all their is to it.
