I think the expression is "scape goat". It does sound like some of your co-workers may be playing the race card when it's not necessary, and maybe not ethical. I hold all of my workers to the same standards, regardless of race, and everyone has learned to deal with that. Remember, though, that each "race" has some different heritage and culture, and that you have to be sensitive to everyone's beliefs and background. Before you cry foul, be sure that there isn't some culturaly sensitive issue that you're overlooking.

First off, it's "scapegoat", not "escape goat".
Okay, there are idiots in every large group. That's just how it is. It is entirely possible that your company got stuck with some of the idiots, particularly if they went in weird directions with the anti-discrimination lawsuits. It happens, it sucks. If this is truly the case, then I'm sorry. Comfort yourself with the knowledge that in every other area of your life, the prevailing society is ready to kiss your white @ss and ignore theirs.
On the other hand, it might be your own racism blinding you to what's going on. "Wait!", you say, "I'm not racist!" Sorry, but you are. I am. Every freakin' person in this racist society is, because every message we're sent is that black and brown people are scary and inferior (as well as Asians, Native Americans, fat people, women, non-Christians, GLBT people, and a whole host of others). The important bit is recognizing your own basic racism and the basic racism of your culture and rejecting it.
It could be (and hear me out) that they're not particularly slow or lazy, compared to your white coworkers, but that you _remember_ their slowness or laziness (and everyone's sometimes slow or lazy) because, subconsciously, that's what you expect out of black people. This is a really common phenomenon. It happens when you think about someone, and then they call, and you think you're all cool and psychic. You're not; the one instance of the person you're thinking about calling reinforces your perceived second sight, and you forget about all the times that you thought of someone and they _didn't_ call. Maybe that's what's happening at work.

They do that all the time, some high class local place around me recently almost got framed for discrimination, when all they did was fire a black employee for not doing his job. It's really a shame, it makes the hard working blacks, the majority, look really bad.

When I was just out of high school, I worked fast food. There was a black girl that worked there, and it took her twice as long to accomplish anything! She'd whine about how our boss was racist, because she hadn't been promoted or even got a raise, and she'd been there long enough to have. I used to wonder how she could think that, and why? Our boss was a nice man. More than that, there was a guy who worked in the kitchen, he was fast and efficient, and quickly made supervisor, and he was black.
Now how was our boss racist? He rewarded the hard workers regardless of color. It used to really burn my butt to hear her b*tch and defame him.
That experience taught me that there are good and bad in every color, some just like to play the race card.

This is REAL easy and it works. I've done it. Promote one to be in charge of the others. Make him/her responsible for the efforts of the others. Things will change for the better.
Also, for every lazy black person, there is a lazy white person. And for every hard working white person, there is a hard working black person. A person's work ethic is not race related.
