Because they don't care about the law and they know they won't get pulled over for it.

They are only crossing places - not legal zebra x-ings. To qualify as a legal zebra, they would need belisha beacons and zig-zag markings. Just like the pedestrian crossings that provide only a refuge in the middle of the road - vehicles actually have priority over the pedestrians!
I admit though, the drivers could show a little more consideration - but don't get run over on one, you won't have a leg to stand on ( a legal leg that is).

Not trying to make excuses for all the inconsiderate numpties out there, but it could well have something to do with there often being way too many road markings in these places. My local one is a mess of arrows, give-way signs, lane markings, raised red brick areas which look exactly the same as the walkways, so pedestrians don't even notice they're crossing a road, mini-roundabouts and your zebra crossings, which I'm not sure are legally enforceable in there places anyway.
They are an absolute nightmare to drive in, even at low speeds.

Oh that drives me up the wall!!! They think zebra crossings in retail parks dont count because they arent on a main rd.
At the end of the day - they are still a zebra crossing and people should still stop.

They can't be bothered.
I always let people cross the road, I live near to a secondary school and most of the kids just walk out into the road making the driver slam on the brakes. I suggest you don't do that in a retail park.

Beacuse they are beligerant and ill mannered.
Zebras in retail parks are not covered by the law, just by common courtesey.

I think generally they are too busy worrying about where they are going to park or what all the other cars are doing. Our local Asda carpark is a madhouse at times, I'm surprised there aren't more accidents.
Also they never seem to indicate either - you have to guess which way they are suddenly going to go.
I think the zebras on the car parks need to be marked more clearly so they get noticed.

It is down to a lack of courtesy and manners. I am also disgusted with the speed people drive in these places, as there are obviously many pedestrians about (including small children who may run out).
I am also a driver, and like to think that some of us do care about these things.

Because most pedestrians seem to think that they are more important than the car driver! Rather than trying to move quickly to cross, they walk like they are sightseeing in the country.
The drivers are either looking for a parking space, or trying to leave. They do not want to wait for people to stroll across the lot!

Firstly, they're not legally zebra crossings. Secondly, most drivers are selfish.
