Assuming you have an auto-ranging digital meter:

1) Read this entire answer before continuing.
2) Set the meter to measure AC voltage
3) Plug the test leads into the correct jacks on the meter
4) Holding the insulated portion of the test leads, have the metal tips of the test leads touch the socket's contacts.
5) Look at the meter and obtain a voltage reading.
6) Remove the test leads from the meter socket.

If you have an analog meter, you will need to adjust the voltage scale for a value higher than 230 V AC. Otherwise you can burn out the windings that cause the meter needle to move.

Some digital meters are not auto-ranging. You will need to select a voltage scale that is 230 V AC or higher to prevent damage to the meter.

230 V AC is more than enough to kill you. Be careful. If you are unsure about something, STOP and ask more questions. Drop me an e-mail if necessary.

SET the multimeter to AC Volts
on a range suitable for 230 V ac

There's no safe way, unless you can connect the multimeter
while the circuit is off step back and then turn it on

If you have a safe block (lift the top to attach wires, close to energize)

the multimeter prongs fit the croc clips

DO NOT let the metal part of the probes get close when they are connected / being connected

BAD advice in some answers (no mention of AC for the multimeter)

just feel around with the probe on the multimeter tell you get 230 then you will know what hot and whats not you're ground should be on the ground side of the socket its a green wire nut touch all of the other ones to see what you have make a note or a drawing. if youre changing it and it goes to a switch on the wall for a lamp the best thing to do is find the breaker turn it off take the wires off one by one and attach them to the new one.

Easiest way is with a "figure of 8" power lead for a laptop PC or similar. Poke the probes for the dvm in the socket holes.

Set the meter on 230v then insert the prongs in the socket and read the meter. If it does'nt have 230 on it , don't do it!!

Do not touch any metal, Make sure you are holding the insulated part of your test probes.
