DON'T give her art supplies. That is like giving your mother a new vacuum cleaner for her birthday. Or your father a new tie or socks. Nice, but not for a special occasion like this. It should be something that lasts.
I hope she has other interests? If not buy her a book of an artist she admires or museum catalog and write something nice in the front to remind her of that day and how proud she makes you feel.
Definite winner in any gift contest.

y'know, i won my lovely and talented wife's heart with feathers,, bones and roadkill (for true)...there is no way i'd try to buy her some art supplys (and i'm an artist too), brushes and palette knives and papers and canvasas etc are a matter of personal preference and i can't get in her head to know those things, because they can change with the project. but most artists like the bizaare, like bones and feathers...
who's her hero artist? get a book about that person (georgia o'keefe is my wife's hero, and she squealed like a school girl being asked to the prom when i gave her a book about georgia o'keefe) in this town where i live there is a store that has bones and whole skelletons of animals for a somewhat reasonable price...you'd be surprised how well those kinds of things go over, if she has the room (room is a big issue with artists,) perhaps art bins or instructions on how to build art bins and an offer to help with the project...
the gift certificate is good, but is it original...could you do better by your friend...

The things I treasure most in my possession are my art books. I have favourite artists and I like to have their work readily at hand to look at. You need to find out who your sister's favourite artist is and get her the best book available on that painter. Lots of colour reproductions! Good luck!

I have a best friend that is an artist. I know the pain of gifting for them.
In the past I have gotten her gift certificates to local Art supply stores. You're right in knowing that we have no real knowledge of what they use, like and or need.
If she lives near you, take a gander at her supplies. See what looks like it could use replaced, and write the details down. Or temporarily swipe it and take it with you to assure you get the right thing(s).
