Concrete blocks, should the bed be only 10mm and........?

..... What is the reason for this. Some builders have just finished a retaining wall with 5" blocks but the bed is 30mm, is this ok?

a 10 to 12 mm bed is the norm ...some times brickies put in big beds to make gauge
