If you are trying to get out of 4X4 LOW...
The vehicle must be at a complete stop & the shifter lever has to be in "Nuetral" the system will not engage/disengage frm any other shift position.
If you cannot get it to disengage from 4X4 HIGH ... than you may need the help of a technician.

Please add details to your question to tell me if it is the HIGH or LOW 4X4 setting that you are 'stuck' in & also what year your Explorer is so that i can be of further assistance

the transfer case has a small electric motor on it that shifts electronically before you spend alot of money on a new switch you can take that motor off with some basic tools and either take it apart and clean and regrease the electrical contacts inside which is very simple to do if you can get the motor off the transfer case yourself youll have no problem if not any good 4wheel drive place can do it for u for about 30 bucks

Sounds like a bad four wheel drive actuator. Take it to a repair shop and have them take a look at it.
