Better driver education to begin with and then make the punishment totally unrelated to money. People will pay a fine because it's just money, however if the punishment is something like 40 hours community service might change peoples attitudes. That 40 hours is time from their pursuit of something they really want to do. The more serious the offense the more time given. Doesn't have to be time either. Can be almost anything the normal person would absolutely hate to do...more than once....lol.

Speeding off to the firing squad. Running a red light prison time. Accident with injury heath by hanging. Illegal alliens wrecking out and running away? ARE WE KIDDING OURSELFS! Moving faster than walking speed is dangerious. And for me just fast walking talking on the cell is dangerious. Multiply that speed by 150 times. Safe drivers drive different and are watching all the time for a way to avoid an accident and are not distracted or sleepy. Preformance driving training and car control school for everyone!

That depends on what you consider stricter punishments.

Increasing the fines might help but I think that for the habitual offender, you need to suspend or revoke their drivers license. Then give jail time for people who drive without a license.

Some alternatives may be more education or 'behavior modification' that would stop them from offending to begin with.

Not really. The way we reduce driving offences in Malaysia is by slapping fines, and if fines are not paid up, the police will go to the offender's home with an arrest warrant.

How about eliminating speed limits on Highways outside of urban/suburban areas.

I AGREE, JUST LOOK AT CALIFORNIA AND WHAT THEY DO WITH STREET RACERS.

THEM FINE THEM FIRST THEN THEY CRUSH THE VEHICLES RIGHT IN FRONT OF THE OWNERS AT THE LOCAL SALVAGE YARDS.
