Sounds like dry, dead skin. Try using an exfoliating face scrub. I've just started using Clean & Clear Morning Burst face wash with exfoliating beads. It makes my face tingle and feel really good. Follow the face scrub using a good facial moisturizer. I use a generic Walmart one that is supposed to be comparable to Oil of Olay stuff.
If the dry, itchy skin continues (after treating for 2 weeks maybe) I'd seek the help of a Dermatologist.
Or you could be washing your face too much and using harsh soap. Until I started using the Morning Burst I just used regular bar soap and that made my skin dry-er. Remember in the morning use an exfoliating cleanser and just a simple cleanser at night. Or the reverse.

So Do a Test:
If you spray tinactin into a paper towel then apply to the area (And then you hear snap crackle pop) that is probably what it is. Repeat two times daily until it is gone for a month.
I had a client with the same problem..After two years of Medical steroids ,weight gain, growing a beard and suffering multiple side effects from all the wrong meds.
This Poor woman met me. Found out she had two teen age boys both with athletes foot.
The woman had her hands on her face constantly when she talked..She carried the fungus from her hands to her face while picking up the boys room. In one month it was completely cleared up.

You may have eczema. You should try to use Eucerin or Aveeno. The only advise I have for you is moisturize, moisturize, moisturize! Keep applying lotion to your face a few times a day. You should see your doctor also so he/she can prescribe something topical that you can also use. I have eczema and I have the same problem. Eczema is extremely dry skin. You may want to change the soap you use on your face. Use a moisturizing soap.
