In the case of the most famous declaration, "God is Dead!" by Nietzsche, no. He did not believe in God by the time he penned those words. He meant that the idea of God was becoming impossible because of a combination of science, theology (picking apart the mystery) and our human will to truth that won't be satisfied with answers that begin to feel like lies.

On the other hand, some people do become atheists (or at least agnostics) because they felt betrayed or let down by their deity. If their transition was an angry one, I could see them saying "God is dead," when the emotional side of them is torn between belief and unbelief.

Its more likely that its a statement on the status of the idea of God, Christianity, or religion in general.

"Disco is dead". Does this mean I believed in "disco"?

Saying this can be a metaphor that people in general just don't believe in God as much as they used to. Also, not believing in God definitely doesn't make you a Christian.

I think it's more of a statement on society. The term could also mean that all hope is lost or we are all screwed.

Don't know if it makes one a Christian or not. I suppose anyone could say it.

What never lived cannot be dead.

Most people who use the phrase use it in a literary context, as in the need for a god is dead.
