I take it you're talking about the regular Lancers - the Lancer Evolution is a rally racing car with a suspension most people would find uncomfortable for long trips, and definitely is not a luxury car. While other Lancers are more economy cars than luxury cars, they do get decent mileage and are practical cars for a first time owner. Mitsubishi's reliability has not been the greatest, though - many surveys put it behind most American and other Japanese brands. Of course, below average reliability these days is still something you could reasonably use for a commuter car.
If you're looking for something with a bit more luxury, how about a slightly used Mazda 6 or Lincoln Zephyr? The two cars share the same underpinnings, but have somewhat different "personalities." Or maybe a used midsize Buick - American cars often lose a good chunck of their resale value in the first couple years, making used ones good bargains.

Get the Scion, the Lancer would be a bad decision because Mitsubishi's sales of this car will tell if they can stay in the US or not. It has not made much of a dent in the market yet and if they leave, parts will be hard to get. The TSX is not worth the extra money and the Scion has the best build quality.

Acura TSX is about 35,000 so that one gets crossed off. Mitsubushi Lancer check consumer reports and insurance costs. About any new car in the 20,000 price range is going to be kind of normal looking. There's the new Nissan Rogue. Scion's are popular with young people so much so they have the highest insurance rates. I reccomend a 10 year old ford Taurus for the first year. Just a car to learn on because you might get distracted learning how to drive and wreck.

get a used Honda or Toyota. you'll just end up crashing it anyway. all new drivers do. are you buying for yourself? or are mommy and daddy doing it?
BTW, a Scion is a Toyota...and luxury car=high insurance rates.
