First teh bite should be reported, your friend should see a doctor for at least a tetnus shot.
Dogs can carry rabies. teh dog should by law be in quarantine. Animal control and the cops should be notified.
Even if the dog has had a rabies shot like all shots they are not 100% so I would do all the above and as soon as possible.

Only if the dog that bit her was infected with rabies. If not then she should be fine. Just keep the wound clean and watch for any signs of infection, dogs mouths carry a ton of bacteria.

call animal control and they will lock the dog up for about 30 days to make sure it is does not have rabbies..unless the owner can show proof of up to date shots....and to be safe i would have a doctor or hospital check the child out...

If the dog was rabid it would have been foaming @ the mouth. Most people that get rabies get if when bitten by bats.
However is is wise to get a tetanus shot anytime you are bitten by an animal...even if it was a person whom bite her.
