The best thing is to give him some bread. This should dislodge it, if not call your vet. The bread treatment works for people too (fish bones etc).

If something was stuck in his throat he would be gagging and coughing more often. He most likely just scratched his throat like the vet said. Also, I suggest not giving rawhides to the puppy- they tend to swell in the dog's stomach which can cause intestinal blockage. Puppies really do not need chew bones because they tend to try and eat them too quickly and are more likely to actually choke. Stick with treats and regular food.

Try giving the dog some form of vegetable oil to lubricate the throat passage. Do not give too much or it may make the dog vomit and cause scratching to the surface of the throat. If possible seek professional attention at a local vet.
