What you are attempting to do is illegal. A P.O. Box will not be enough for most situations. If you live in a state that borders another that doesn't have sales tax, for instance Oregon/Washington, it's illegal to live in Washington and title/register your vehicle in Oregon. Thousands of dollars are lost in revenue, and that's why the law is enforced. Tickets can begin at 500.00, and grow quickly. If you work in the other state, and travel there daily, there is something called "duel residency". Contact your DMV office for info, if it is available in your state.

You would need proof of residency, such as utility bill receipts. PO boxes don't work. If you have a license suspended in another State and you apply in a different State, it will show up on the computer. You will sign a legal document stating that you have not had or currently have a license in another State. This brings in a fraud charge when caught.

No, you also need a street address, and you'll need a utility bill or some such. Then, you need to switch your INSURANCE to that state, which means you'll need to switch your tags to that state, also.
Oh, then you'll need to file your TAXES from that state, including paying state income tax.
