Aghhh, you sound just like me. I'm 5'0, 90-93 lbs, and I STILL think my thighs and butt are too big. I have wide hips, too. My arm's got flab, also. I think we're in the same boat ): My goal is, even though it may not be very smart, is to keep losing weight until I am thin. We probably just have small bone structures that require less weight.

It's most likely just your body shape. However the information your giving is contradictory. You say you can see your abs, yet have a huge stomach... etc. Anyway to answer your question, some people look fat at low weights because appearing fat is not based on weight but your fat mass percentage. If you are 130lbs but have little muscle and around 30% fat mass you will be small and 'fat'. For someone like this to become thin, is just to build muscle and burn the fat like everyone else.

You are not fat, though you may be un-toned which when YOU look at yourself, may look like fat! You may also have some body issues that you should look at!
By the description of your body, you appear to be a pear shape person. (It is probably no consolation to you, but having wider hips will help your carry and deliver a baby one day...???)
Start some cardio training (Such as walking, running, cycling, rowing, boxing etc) and do some weights to tone up your body.
Once you start training and exercising you will not only notice a difference in your appearance, body shape and strength you will also notice that your self esteem will rise!

That is because weight is not a measure of fat. It's the percentage of fat that measures. Someone can be 90 pounds, and look thin if their fat is like 2% of their body. Yet another can be 90 pounds and "look fat" if they have like 20% fat.
Weight (rather mass is the proper term) is a measure of fat and muscle (as well as tissues, bone, etc.).

You need to work out. Walk, run, bike, Pilates, swim, do whatever you like to do, but do it often enough that you are strong and fit. Muscle weighs more than fat. You can be light weight and still have fat. At 21, I hope you have the energy to remake yourself into a fit, healthy person. Maybe you aren't meant to be super thin. You can be fit and know that you are attractive b/c you are strong and confident.

It means that you may have Body Morphemic Disorder. That is where you see yourself in a bad way, finding faults where none exists. There is a problem with how you see yourself, of self-esteem. At that weight there is NO WAY that you can be fat. Be very careful, this can lead to Anorexia/Bulimia, as a method of "controlling" the non-existent weight.
If feelings persist, please get professional help.
***If you are exercising that much, there is no way you are fat OR flabby.

No offence, but it's probably because you have no muscle. What 100 pounds you do have are probably internal organs, skin, bones, muscle necessary to live, and fat. Hit the gym. You may gain a few pounds, but that's only because muscle is denser (heavier) than fat.

You have to remember that fat weighs less than muscle. Diet and exercise. If this doesn't show results consult a doctor about your proper BMI (body mass index) for someone of your age and ask him to check for thyroid problem, for my mother has a thyroid problem so she can't lose fat easily. Hope this helps!
