Contact major international NGOs that serve your country (UN Volunteers/UNDP? Oxfam? World Health Organization? Save the Children?) about the program you want to set up, and see if they can either help you set up such a program, or if they can direct you to more appropriate organizations to help.

Also try contacting Doctors Without Borders -- they may not be able t help themselves, but they may be able to direct you to an organization that can.
