We had the house to ourselves and we were making out, but he didn't try anything. I mean I haven't given him a reason not to. I just want to get some ideas on why he didn't.

maybe he is scared to push you.
or he is nervous of sex, like he could be a virgin.
it sounds like he is into you, but doesnt want to force you into anything.

He probably didn't think you wanted to try anything. Or he was just nervous about the whole thing and was afraid someone would walk in at any moment.

Maybe he's just respecting you by not thinking that's all that he wants from you. Or he could be a virgin and be a bit nervous. Maybe next time if you want to take the first step and see how he reacts.
