DO NOT let him pee inside! Dogs are smart...if you let him do it once, he won't forget and then you'll have an even harder time training him to only pee outside...
If it's so cold that he's shivering, you could get him a cute little doggy sweater :)

For this reason I trained my puppy to use a potty pad. Is your dog a toy breed? It's usually better to train toy breeds to use the pad because they tend to not want to use the bathroom outside when it is cold or wet. But if he is already trained to go outside then keep on taking him outside. Trying to train him to go in and outside will only confuse the poor puppy. Like someone earlier mentioned get him a sweater. Maybe even boots to keep his feet warm.

Hmm yeah this is a hard one.
Letting him pee inside will put a hole in your training, but at the same time you dont want your dog to get sick.
Keep trying outside but otherwise if it's really bad get some newspaper and let him do it inside on there. Dont praise him or anything just ignore it.
Later on when you have the opportunity to take him outside, let him do it there, praise him, lots of treats.. make a huge huge HUGE fuss.
If he does it on the carpet dont scream at him or get frustrated, he can sense your energy levels. Just gentle take him outside when he's doing it, it will stop.. once he's outside and he continues give him lots and lots of praise and a treat.
He'll eventually just do it outside all the time regardless of the weather unless it's pouring down with rain.

Yes,take him out.Stand there with him and tell him to "Hurry,go potty!" and when he does,lavish on the praise and take him in. He should be vaccinated,though,in case any stray dogs have passed through your yard.Puppies are sturdier than you think,and you can buy little sweaters if it's terribly cold.But,it's best not to get them into the habit of going on papers,because it confuses them.Puppy housebreaking pads right next to the door,gradually moved outside,can be a great help,on the other hand,at least in my experience.

If you have kids, [if your small enough, maybe one of your old shirts] take one of their old sweat shirts and cut the sleeves off and put on him, until you can buy him his own sweater/coat or sweat shirt....he needs to go out or peeing in the house will become habit. Using puppy pads is bad habit too....

It is ok to take him outside. You dont want him to be in snow that may be to cold but just outside is ok because that what the fur is for ( trying not to sound mean :) ) but he will be ok, cuzz inside training will end up bad in the long run, Trust me.

IF YOU LET HIM PEE INSIDE, YOU WILL NEVER POTTY TRAIN HIM, AND YOU YOUR FAMILY MAY GET SICK OR EVEN WORMS. IF ITS COLD OUTSIDE, I WOULD RECOMMEND A SWEATER FOR THE LITTLE PUPPY. I HAVE A POODLE AND WHEN IT SNOWED I HAD TO TAKE HER OUTSIDE, AND A SWEATER HELPED A LOT. HOPE THIS HELPS.

well if its really cold out get a training mat and teach the puppy to pea on it and all that stuff until it is warmer outside.

It's freezing outside. Go to the pet store or Wal-Mart and buy "puppy pads" and put them down in your bathroom or some place you don't mind them being. They have a scent that attracts the dogs to pee on them. It's too cold to have the puppy go outside and if you plan on having him indoors, this is a good way to train him/her.
