It's a term for European arts...so it may include Muslims, but not Islamic Secessionism

Muslim Secessionist was a movement in the Southern Philippines and for a time was the most serious threat to the stability of the country. It started in the late 1960's with the formation of the Muslim Independence Movement. In the 1970's the Moro National Liberation Front emerged as the lead secessionist organization. It waged a furious war against central authority, Its objective was to establish a separate state comprising the islands of Mindana, Basilan, Shlh and others. the hostilities reached it peak in the mid 70's when the organization received support from Libya and Sabah. The organization continues to be a threat to the county today.
