This one is easy...you should NEVER bleach relaxed hair. It will break off and instead of having a blonde streak, you will have a bald spot. Instead get an extension or two.

You Should Be Able To Get It Bleached. But, Bleaching Removes Your Natural Haircolor So, It CAN'T Fade Back To Black. The Stylist Should Know If It Is Too Damaged From The Bleach. Your Retouch Should Be On Your Untreated Roots Only Relaxer First, Bleach A Week Later. Your Hair Has Received The Two Most Damaging Processes Possible And Will Be VERY Delicate. So Use The Care Products Recommended By Your Stylist.

NEVER get a relaxer and bleach at the same time (on the same day)... it can REALLY damage your hair. If you get the bleach done a couple of months after a relaxer, you should be fine. The bleach should not fade; especially if you are getting it professionally done. The roots will grow out however, and you will have to get it touched up. The beautician will know how much bleach to put in, and how long to leave it in before washing it out. However, you can decide how light you want your hair by telling her. The longer you leave in the bleach, the lighter your hair will be. It would help to bring in a pic that gives the beautician an idea to how light you want your hair. After bleaching your hair, use lots of moisturizers and deep coditioners! If you dont, your hair can get brittle and look fried; but if you take good care of it, there wont be any problems. this is a very precarious situation.
what kind of relaxer did you do? your hair will more than likely be pretty fragile from that process alone. you might be able to achieve a lighter color with a high lift color.
your hair will not "fade" back to black, this being because when you bleach your hair, or lighten it, you are pulling out the pigment that makes your hair dark in the first place ( if your hair is black, the contributing pigment is red/orange, and is why dark haired gals end up with brassy orange hair).
please make sure to go to a color specialist, and let them know that you relax your hair. also let the person who relaxes your hair know that you bleach it, or lighten it.
the colorist will be able to determine what level of developer to use with the bleach.
if your hair feels dry/damaged....alternate between a conditioner that is made for damaged hair, and a mask for dry hair. conditioners for damaged hair have a lot of protein(to make the hair stronger). the problem is that protein sticks to protein....making the hair so strong, that it actually becomes brittle. ironic. i know.
and if it's not a color you like, that's what toners are for.

Hair bleaching is serious damage to your hair. Do not do it.
you do not have to bleach your bangs. You can do something else other than bleaching to make your bangs look good.
My suggestions of what you wrote:
1. If your hair is thin and relaxed, a touch up will do damage eve more since your hair is already thin. You do not want to break it even more.
2. If your hair is bleached, you cannot reverse your hair to your natural colour black. Bleaches has harmful chemicals.
3. You know that your hair gets damaged from the bleach when you see that your hair has split ends, orange-brown burnt ends. Your hair will be stiff, dry and fried if you bleach
4. No, don't ask the hairdresser lady what level of bleach you want. Do something else other than bleaching.
5. Bleaching is kind of like getting your hair coloured. You want your hair coloured, right? You can get hair colour packets from the supermarkets/stores. You don't have to bleach to do this. You just follow the instructions to get your hair coloured(near the bangs). If you chose to do this, then buy a special shampoo for coloured hair. And the important thing for good hair, eat plenty of fruits, vegies, nuts, dairy, meat and water. Apply natural fruit juice extracts to your hair to restore the moisture of your hair and make it feeling strong and healthy!
warning: do not use straighteners, gels, mousses, serums, hair dryers, bleaches, curlers. They do damage. I myself don't use them and my hair is really shiny and strong! just keep your hair natural. Don't do fake things to it. You can use hair colour for your hair. Hair colour does not do any damage :)

Bleaching causes a good deal of damage to the hair; the lighter you've gone, the worse the Do a deep-conditioning treatment once a week, if possible, and take steps to minimize further damage, such as combing gently (especially when wet) and keeping heat-styling tools on low.
