it sounds like a problem of the PNS or peripheral nervous system, all of the areas affected or controled by cranial nerves.

* the noise, if infact you are "hearing it" and the dizzyness are contributed to the VII Nerve: Vestibulocochlear, which controls balance and hearing.

* the "blacking out" would be linked to the II Nerve: Optic. The optic nerve is comprised of what are called rods and cones, which are responisble for your sight, which then transmits through the back of the eye through the optic nerve itself to the posterior lobe of your brain: Occipital, where this information is interpreted.

* the numbness in your tongue is linked to the V nerve: Trigeminal, which is mixed nerve, meaning it is both sensory and motor oriented. The trigeminal nerve contains 3 branches, V1, V2, V3. V3 is a mixed branch which is sensory to mandible, tongue and mouth region.

* the numbness in your neck would be linked to the XI Nerve: Accessory, which is a motor nerve but it innervates the two main muscles of the neck and shoulder, the sternocleidomastiod and the trapizeus, also to the pharyngeal and laryngeal muscles, which are the muscles of the thorat.

I can't help with a diagnosis but I hope that information helped you understand what may be going on a little better. A doctor, and a neurologist, a doctor that studies neurology, which is the study of the nervous system and the diseases that affect it will better be able to exam and diagnosis the problem better than anyone on here could, but understanding what is being affected sometimes helps the patient understand their ailment better. My guess is that the problem is not in the nerves themselves but from the origin of the nerve or possible somewhere in the brain stem or spinal cord.

It sounds like a nervous system problem. The tongue would be a cranial nerve the neck could be too. It also sounds like it could be excess fluid putting pressure on some part of the brain or maybe something in the mid brain or brain stem, but who knows it could also be something as simple as a dietary problem. How often does it happen? Also keep in mind the problems may not be linked.

The blacking of your vision could be just a temporary drop in blood pressure, or it might be iron-deficiency anemia. The numbness in your tongue and neck when turning your head might be a pinched nerve or partly-ruptured disk in your neck, but it could also result from a decreased blood supply if for some reason turning your head compresses one of the neck arteries. Also, your weight is too low for your height (BMI = 16.1), and that and/or your diet could well be contributing factors.

There are many possible causes of your symptoms, and it would be a very good idea to tell everything to your doctor, who might refer you to a neurologist to track down the actual cause(s).
