It's just an old political move to make people think the city is actually doing something when in fact very little is being done. They do where I am all the time and homicides have gone up!

It's a political move to make average Joe citizen think big brother is taking care of him. Reality sets in when Average Joe gets pulled over and harassed by the newly empowered paramilitary police. Just give it time. Pretty soon everyone in town will be staying home at night because they dont want the hassle. Besides, you have got a virtual world right on your computer to have a life in. You've still got your freedoms there, for now.

ZERO TOLERANCE IS A FEDERAL GRANT PROGRAM TO FIGHT CRIME (1999)

WE USED FUNDS TO START IT UP IN 2000 AND IN 8 YEARS WE HAVE A LOT OF THE OLD GANG BANGERS IN JAIL OR PRISON.

APPEALS AND ALL WITH A CRIME MAY TAKE 3MO TO 3 YEARS TO CONVICT BUT ONCE IN THEY ARE NOT COMING OUT FOR AWHILE.

PATIENCE IS A VIRTUE.

"Working" doesn't mean it's going to be an instant overnight cure.

Say you get sick. You start taking medicine. The next day, you're still sick. Does that mean the medicine isn't working?

Cops don't help people as there getting hurt. They wait for the violence to be over and then come to the scene to take pictures of dead bodies.
