As the others say, people typically use an abrasive like a pumice stone (example in first link below).

Another thing that works great (excuse the commercial) is Gold Bond foot lotion and body lotion. We have used it for dry skin from winter camping and ice-fishing trips. Females we recommended it to have found the body lotion great for hands and elbows and the foot cream great for feet--neither as costly as the expensive creams they buy for facials. All have agreed and were surprised at the results...and now for the rest of the story:

You can have a pedicure, during which they will use a pumice stone to file off the hard skin. If you have deep cracks in your heals or really dry skin, see your doc about getting some urea cream. It works pretty well and is cheap.

I use a callus shaver - that works very well, though I would use it only after getting out of the shower when your skin is moist -makes it much easier to get off that way. You can use it on dry skin, but it's harder to get off and there's a bigger risk of cutting your skin, so use it right after getting out of the shower. I mostly use it on my heels because that's where I have a problem with dry, thick skin. If you do choose a callus shaver, don't do it fast, like you're cutting meat - you have to go slow and easy. Otherwise, you may cut yourself.

"Sand" it with one of those foot scrubbers. They have a very fine sandpaper-like abrasive. Use it gently on dry skin. Afterwards wash your feet and slather a good coat of coconut oil on your feet. Then put on cotton socks. They will soon feel like velvet.

Go to a dermatologist and they can remove it with a scalpel. It doesn't hurt at all and it is quick and easy. When i do it with those stones after the shower it seems to come back quickly.
