It's 1/2 an inch a month for most people, more for some people and less for others.
When you're oiling your hair, try not to oil your scalp too much. You might actually be hurting your hair growth. Some people's hair reacts well to oiled scalps and some don't. I know my hair doesn't; it just makes my scalp itch. For the rest of your hair, at least for your ends, use a moisturizer (preferably one with water as the first ingredient) and then top if off with the oil (you don't need much oil). The oil will seal in the moisturizer, keeping your hair moisturized longer. Use a creamy moisturizer, not a grease.
Also, if your hair is extremely dry or chemically damaged, this can help you keep your ends healthy so that they don't break off: about 2-3 days a week, after you've put some moisturizer and a little bit of oil on your hair, put your hair in a loose bun or ponytail. Grab a sandwich bag (not a zip lock one) and wrap your bun or ponytail in it. Tie a scarf on your head to keep the baggie in place and keep it in for a few hours or overnight. This is like an intensive moisturizing treatment for your hair.

No. That's not gonna happen, sorry. Hair will grow 1/2 inch a MONTH, six inches a YEAR. keeping it in braids will help. DROP THAT OIL NOW! Don't you dare put anything on your scalp!
Here is something I tell lots of ppl on Y!A about growing relaxed hair long, i just copied it from another question I answered, it's kinda long though:
No one told you relaxers damage hair??? Because of relaxers you must take VERRRRY good care of your hair if you want it to grow. If you don't, your hair will grow, but BREAK off so it looks like it's staying the same forever.
Okay, here is my advice, I know a lot about hair care so this might sound crazy but you can either take my advice or not grow your hair.
First of all, keep your hair moisturized. This is as simple as wetting it in the shower, or wetting your hands and running them through your hair. DO NOT buy any moisturizer that has MINERAL OIL or PETROLATUM! care free curl gold and s-curl are popular moisturizers. Do NOT use that Pink lotion!
2)use a wide tooth comb(SPARINGLY!!!) to avoid hairs breaking.
3)Wash your hair AT LEAST!!!!! once a week with shampoo. I wash mine with JUST conditioner sometimes too.
4)after shampooing, DEEP CONDITION by putting condish on your hair and putting a plastic cap over it and leaving it on for 15-30 minutes
5)massage your scalp daily
6)do not put any oils or "grease" on your scalp. Same goes with hair.
7)Try to relax your hair less. Every 8-10 weeks or longer!
8)You know your hair is breaking because if you look on the ends you will not see a white bulb. If you DO see a withe thing on the end, that is just shed hair. You shed 100 hairs a day, so it's all good. If it IS broken hair, do a protein treatment (use Organic Roots Stimulator mayonaisse or Aphogee 2 minute)
9)Try to put your hair up. Or protect your hair by leaving it in braids. DO NOT LEAVE BRAIDS IN TOO LONG or you will loose your hairline!
10)Do not limit your hair care products to the "ethnic" section of walmart. A lot of that stuff is crap *cough* Motions *cough*
Home recipes that will CONDITION hair (not make it grow):
*Mayonaisse and eggs is said to be good if your hair is breaking alot
*Yogurt, honey, and olive oil is good for moisturizing

The standard is 6 inches per YEAR, not per month. You'd be extremely lucky to get your hair to do 3" in a month.
