Only thing I could find was the Social Security Death Index:

Bill Kock
SSN# 542-58-1538
Born: 6/6/1960
Died: 10/9/1998
Oregon

Since he lived in Sherman County, Oregon you might consider contacting the newspaper in The Dalles, Oregon and looking for his obituary. The newspaper is call "Dalles". The Dalles is the closest large town near Sherman County.

Also, I found his Oregon Death Certificate information:
Real name: Scott William Kock
Certificate #: 98-22604
Sherman Cty, Oregon
Wife's name: Julia

BILL KOCK 06 Jun 1960 09 Oct 1998 (P) (72) (none specified) 542-58-1538 Oregon
from the social security death index.. it has full dates, but non specified on exact location. But, you have Sherman county, so that could be the right place (he may have died away from that county).
http://www.rootsweb.com/~orsherma/Lookups.htm
someone there does obit lookups (seems like a small county). If you are not related, the death cert is restricted.
Given the age.. possibly an accident? if yes, you MIGHT be able to contact the local law enforcement and ask for what public info there might be.
You could assume he is buried there, but then again, if no family was there, that could be wrong.
I'd start with looking for an obit.
