Such as if a guy is thinking about robbing a bank, but never does it, "It's just a fantasy", shouldn't he face criminal charges of attempted robbery?
Should their be Thought Police monitoring thoughts?

No. If the crime was never commited then no harm done anybody. If he starts saying to everyone he will and makes threats he will he should be arrested for idle threat.

What you are talking about is already against the law. It is called "conspiracy to commit robbery." Just the fact that you are thinking about considering robbing a bank it is against the law. Welcome to the new America.
