The Majority of Dog owners are inconsiderate and allow their dogs to bark outside all night while neighbors are trying to sleep so they can wake up and work in the morning.

I say make it a crime punishable by JAIL TIME

I don't know where you live, but in my town it is a violation of city ordnance to allow your dog to keep barking after 10:00 pm. It would seem common courtesy to contact the dog's owner before calling the police, on the other hand, the owner should be considerate enough to take care of the problem. If my dog starts barking, regardless of the time of day, I bring his butt in the house for a little while. I think you are afraid of confronting the dog's owners, and are letting resentment build up. Talk to the dog's owners before you blow up and do something stupid to get yourself arrested.

I have to disagree with your statement that the majority of dog owners are inconsiderate, but I do believe that those who do leave their dogs outside all night barking are very rude and insensitive. I lived that nightmare for about a year, and I have a great deal of compassion of those who are victims of such ruthless neighbors. I support your assertion that it should be a crime, but I don't know about the punishment of jail time. It certainly isn't going to help the dog situation while the person is serving time. I think a good fine would take care of the majority of these problems.

The issue is that dogs are poor generalizers - it's not that the dog is "sneaky, greedy" etc, but that they have no intrinsic sense of morality or "rightness" and so only think something is "bad" if it has bad consequences. If it has never had bad consequences except with a human in the room, then how on earth are they to know that the rules still apply with the human out of the room? You need to train in such a way that corrections and rewards occur when the dog does not think you are present - i.e. hiding around the corner. Read here https://tr.im/chP70

I personally owned a Labrador Retriever (read: chow hound) that could be left 6" from a hot dog in a sit-stay for half an hour and not touch it - the word was "mine" and it meant that you don't touch that, even if I am not in the room, even if whatever, you DO NOT touch that. You could leave a plate of food on the floor for hours and not only would she not touch it, she would also keep the other animals (dogs and cats) from touching it.

Interesting.. in my area.. we get alot of calls for this.. and we do fine the violators..owners that is..the amount goes up each time.. we do have certain criteria.. but it is a problem.. lots of times.. neighbors dont go talk to the folks and let them know how much its bothering them.. some do.. but they are the exception and not the rule.. They usually tell us things like.. well I didnt want to make a big deal out of this so I decided to call the police and have you talk to them.. I dont want them to know that I complained....

umm no! its not their fault their dogs bark! some of them you cant stop from barking! and you def. should not be put in jail because your dog is barking!
