Sleeping, drinking water, etc....can be hereditary too, but I have been using Arbonne's RE9 Eye cream for 5 years and has helped with discoloration, lines, puffiness and irritations.
I can provide more info.

St. Ives Eye Stress Gel. It works wonders on puffiness and dark circles. You can find it in any drug store and it doesn't cost a fortune. It feels so cool on the skin and smells great.

A better idea is to focus on getting your health back on track.
Dark circles and puffy eyes are symptoms of poor nutrition and a lack of proper exercise and sleep. You can mask the problem with preparation H or some cold wet tea bags under each eye, but a better idea is to start learning how to improve your nutritional intake and reduce the amount of poisons and toxins you are intaking.
It might be time to learn how to cook vegetables, eat less carbs in the form of white breads and pastries, reduce your coffee/caffeine intake and switch to juices and water, and learn how to live life without so much sodas and alcohol. You might want to learn how to get physically tired by regular exercise so you sleep better at night, and learn how to be healthy instead of trying to disguise your unhealthy lifestyle.
It's just a thought. Please God, I myself want to live and not die from a heart attack too soon. Take care of yourself - it's worth it.

I've heard Preparation H works good to get rid of dark circles. Never used it myself, but have heard it from a few.
