If the two sisters are older and have moved out of the house, he should go to live with them. Other than that, you need to talk to your parents about what you have seen and see if they can take some action. You will need their permission to allow this boy to use your house as a "safe house" and sleep on your parents' couch.
If you call the police directly, you may have to deal with a bunch of other stuff. You can call the National Child Abuse Hotline and give all the particulars, and let them sort it out.
You can also have him go to your school's guidance counselor or school nurse... they have ways of accessing the system on his behalf.

Gabie, if you have been a witness to such things, then this family has already been broken! There is nothing more you could do to break that which is already broken! However, I would at least file a police report on what you witnessed. This cannot go on or, it might be worse the next time! You never know!
I know this is placing you into an awkward position but, you have to think of the safety of those around the Dad! Therefore, I am going to be praying that God will give you the strength, to do what must be done! That God will guide you so that all will work for the good! The family is already broken if they have a father like that. Yes you need to call the abuse hot-line asap before the others get hurt or worse. Where is the mother?

I will pray for you and his family. This is a terrible situation. You must try to seek outside help. Maybe a counselor or a church leader could lead you in the right direction. Be aware that if you do this he may get angry with you, but if you truly care for him you will get him the help he needs. He is being abused and it WILL affect his adult life. His parents need help and he needs to get out of there.

There are many issues here and remember that if he grows up with this, it will be all that he knows and will possibly resort to it in hard times when he is an adult. Which means he will possibly be this way to his spouse or children. He really needs help getting out of this.

are you a witness? if you have 1st hand knowledge, then tell someone, like the police.
if his arm is broken and his father did it, the doctor's will know and they are legally obligated to report it.
you help him by listening and staying impartial. this is happening to him, not you, so don't own his feelings.
you don't have the power to break up his family, so don't worry about it.
