You have to be at least one second old as of the end of the year. That's the minimum. A baby born during the year at any time can be claimed as a dependent for the year.
There is no maximum age to be claimed as a qualifying relative if all of the requirements are met. To be claimed as a qualifying child, you have to be under 19 as of the end of the year, or under 24 and a full-time student, or permanently and totally disabled.

Well, age is an important factor. However, with this comes other qualifications which must be met... Most importantly is a support test or gross income test.
Support test is reviewed when dependent is under 19 (if not full-time student) or under 24 (if full-time student)... Must supply more than 50%
If dependent fails support test above, they can qualify as qualifying relative as long as they meet gross income test (less than $3400 for 2007) and are residents of household.. (exception is for children who claim their parents.. children can claim parents even if they do not live with them as long as children provide more than 50% of support)..
Of course, there are other pieces which must be met.. however, this is a short answer to your direct question.

you can be claimed as soon as your born until you are 18, after that there are very strict rules as to if you can be claimed. Such as schooling, amount of time in the home of the tax payer, relationship to the tax payer etc.
