and teach her how to do things until she'd be old enough to be responsible for the bird. (which would be awhile)

Hi Sakura K !

I had many different small birds during my childhood include parakeet. The parakeet is not like dog.

First, who will be taking care of this bird? Most likely it is mom ... right? Does your little sister love animal?

The birds are messy animal, and parakeet are makes a lot of noise all day long. Other thing you have to know is the always grooms their feathers and tiny white stuff will spread in to the room. You will see it easily if the sun right hits the area where the bird cage is. They can be trained to come to your hands and shoulders. They need attention too just like dog.
The answer to your question is Yes!. They can be good pet but I would like to suggest to research more by reading the books about parakeet or visit the local bird shop before you make a decision.

The other alternative? Hamster! You do not have to have large space and cage for them. And so many ways to build their cage/house and so much fun to watch them.

Parakeets can be great companion birds. If you are getting a parakeet for a small child, it is really important to get one that is already tame. Handle the bird before you buy it. If it bites you, don't get it. There really are parakeets that don't bite, though of course they nibble. You need a nice tame bird for a young child.
The most reliable way to get a tame parakeet is probably to get one that is hand-fed. Some pet stores sell these, but most don't. Or you could get it from a breeder. Birds bought directly from the breeder are often tamer than pet store birds.
And get the bird's wings clipped, so it will be easy to handle.
Personally, I prefer a cockatiel to a parakeet in some ways. They are easier to tame. They are a little larger, but not too large. Still, you should get one that is already tame. This may cost more, but it's a one-time expense and well worth it.
My daughter had birds from the time she was five. Unlike most children (or adults) she was willing and able to handle a biting parakeet without getting upset, even at this young age. But a tame one is much better.

no, unless they take care of it because a little kid cant take care of anything they cant even take care of there own selfs they would just kill the bird in one day.:O
