Since its 14 years old, I would say that you have a normal tube tv, which supposed to shrink vertically when turned off. This occures because the magnetic fields that are used to aim the light-on-the-screen causing electron beam power down slowly causing the path that the electrons to make to become less and less curvy until they go horizontally from the source to the screen.
If your tv is doing this while it is on, then it is broken. There are many things that could be wrong with it, such as a problem with the circuitry, or a problem with the magnetic coil, or a problem with the signal interpretter. Regardless, no problem that could be causing what you are explaining, you should try to fix.
One reason, is that most likely you wouldn't be able to fix it due to a lack of proper tools or just proper replacement hardware. The second reason, which is probably far more important, is that fiddling with the inside of you television is extremely dangerous. Even when it is not connected to the outlet, certain parts of it (particularly stuff called capacitors which look like metal cylinders wrapped in plastic of varying size) carry a very high charge. Touching the wrong thing, even if by accident, and even if for a moment, would most likely kill or severely harm you.
What I suggest you do is to get a new television, you could find a nice sized tube for 150 bucks at circuit city. I bought one for the basement of my house for that, and it was 32 inches in its diagonal measurment.

It can be either a leaking Electrolytic Capacitor in the vertical deflection circuit or the Vertical Deflection Amp IC is going bad. If you you know nothing about repairing a TV, leave it for a competent technician.

call panasonic customer service though they may no longer service a TV that is 14 yrs old. If not, just get a new TV

The picture tubes may need to be replaced.. My parents have a really old Zenith they left us and it's been repaired a few times.. It cost them about $100 and the television works like new... It just depends on who does the work and what they charge... My parents have had the same person repair the television for a few yrs... If you really like the television and don't want to shell out a ton of money for new one it could be good to get it fixed.. Good luck

Loose solder on the vertical output....OR it can be a bad Vertical output.

Cost is likely about $200 to $300 to repair it.

It probably has a worn out part in the vertical circuit.
At that age buy yourself a newer one in the prices today you can get a larger set for less than any repair.
