New immigration laws were put into effect. From the old 100,000 people a year max, we went to something under 1,000,000. That was a low number as it turned out and we have been accepting over a million every year, and more than any three other countries in the world.
I would add that the employers discovered immigrants were a source of cheap wages and since about 1994, the wages for the middle class have not risen in real terms while CEO wages have gone through the roof. Illegal aliens have added to the downward pressure on middle class wages because they would do anything and the OSHA laws did not have to be enforced.

The Soviet Union fell and communism in the eatern Europena countries of Poland Czechoslovakia Hungary Romania and Bulgaria disappeared. So then a lot of people were allowed to leave and the US accepted amny more russians and other eatern Europeans to come here.
Also the H1-B technical visas were increased and allowed techinically skilled workers to come from other countries to work as engineers architechts and computer skilled people
The third reason was that in 1986 the US govt passed the 1986 Amnesty and legalisation act which gave amnesty to millions of illegal aliens who had been here in the United States before 1986. Therefore the word went out that since the US govt did not plug up the borders after 1986 then the people decided to come here illegaly in ever greater numbers since 1989 hoping that the US would give another amnesty to the now "new illegal aliens" who over stayed their temporaty vacation and student visas and others who had just walked across the border or who jumped off ships off the seacoast etc. The word went out to the other countries that the US was not deporting any illegal aliens and so form 1989 forward immigration both "legal" and illegal has continued and increased and.
Also George Bush's failed "GUEST WORKER PROGRAM" but before it failed and did not pass the congress was like a magnet to others to try and come. Also if it had passed it would have allowed for unlimited amounts of people to come and immigrate to USa and after 5 years as a guest worker they could apply ofr residency or citizenship.
Also the family reunification act has helped increase immigration because an immigrant who is here can apply to bring in family members as immigrants to come and live here. Thereby substantially increasing the number of legal immigrants who come here.

The 1986 amnesty plus chain migration (family members)... A very compelling argument for the enforcement of immigration laws to deal with illegal immigration, instead of amnesty.

Family preferences for all of those given amnesty in 1986. And family without current preferences, coming anyhow.
A hispanic activist organization posted that 1/3 of today's illegal immigrants are family of those given amnesty in 1986. Their point was that we should have legalized family at the same time. That isn't what I take from it though, when I think of the 20 million illegals here currently.

The spike was the result of the amnesty granted a few years earlier. That is why we must continue to watch for any attempts to repeat the disaster with another amnesty bill.
