When I was a child my brother married a Japanese woman while he was in the Navy, he was on duty in Japan and they married there.They moved to the United States. She was my best friend and very much like a dear sister to me. Sadly things did not work out between them and out of cruelness he sent her back to her home country. Now that I am older I have done almost eveything I could think of to search for her. Unfortunately I am not old enough to do everything like go to her country and try to find her. I need advice or something that can help me bring her back to the United States.

I'm sure she'd love to hear that you think fondly of her, but Japan isn't exactly the black hole of Calcutta, and people who live there mostly like it.
Why don't you ask your brother for her family name and where they lived and try looking for that on the internet?

Do you know her Japanese family name before she married your brother? Do you know what city her parents lived in?
And even if you did find her, and she DID want to return, you couldnt sponsor her to emigrate because she is no longer family.

you can check with the american embassy there they may offer some help. it would be of great help if you knew more or less where she went back to so that the inquiry can be narrowed down a bit. most embassies have extensive contacts with village and town elders.

ask your brother..he may have no issue with it .
