Cleaner but in Basic you will get into a world of hurt if you do, at least that was the way it was in 1979.

A high and tight is not a shaved head, if you take a razor and shave it to bare skin that is call shaved head. The standard hair cut is to make everyone the same and to keep fleas, lice out of the barracks.

Not everyone shaves there head, but we all keep it short.
We have rules and regs that govorn our hair cuts. In the air force, 36-2903 is the reg. Cangt touch the collar, must be tapered and not touch the ears or extend below the drim of a cap.
Cannot interfere with a gas mask and cant excde a certain bulk. The reason people shave is because its just plain easier. You never have to worry about excedding the limit and being spoken to/reprimanded about it.
Plus in the field you justcut it and go, no styling or groomig needed on a daily basis.

If you want a first hand experience:
One summer day (90+ degrees with 70-80% humidity) run over 6 miles (and I mean run, no walking).
Do so after shaving your head and you'll notice a HUGE difference.
That’s why I shave it during the summer. I keep it clipped to the scalp during the winter so my thermals work right.
Oh, and it just feels cool. I love lying down after a long hard day and actually feeling the cold pillow below my head.
Also, Wayne got it right; people just like touching it. Ha-ha, my young nephews get such a kick out of it when I shave my head.
Oh, and also, when you're playing in the mud, getting dirty, and generally "getting some", you don't want to have to worry about having a bunch of **** in your hair.

Straight hair people are distracted by hair getting in their eyes during battle, which can mean life or death. Afro hair people should not have to shave their heads because naturally afro hair never cover the eyes.

There are regulations on how a mans hair has to be cut and a womans hair has to be kept; i.e. a mans hair can not be any longer than 3 inches on top and can not be touching their ears on the sides, a womans hair can not touch her collar unless she is wearing her gas mask, then she has to let it down.

Ok, being a military veteran and one to bic my head every week, here's my understanding of this issue.
Yes, it is cleaner...plus, without hair, you don't need a comb.
Also, if the enemy sees you are well-groomed and have a kept appearance, they will know you are disciplined and a "harder target", meaning more difficult to fight because of your training and dedication to the military way of life.
