They don't have fronds but deeply dissected simple leaves that resemble ferns. The leaf includes the whole frilly structure right to where it intersects the stem.

A frond is an unopened leaf, still curled or rolled. This is usually applied to ferns, but I would assume it is much the same in fennel.
