my sister has Shi tzu pup and if it goes pee any where but beside the door where paper is laid down she'll push the pups nose into it, i personally dont see this being proper training but does it work?

Absolutely not - it doesn't work. I'm sorry but this is not the way to potty train a pup. Never rub a pup's nose in pee.
Take the puppy to potty after every meal as well as the first thing in the morning, the last thing at night, every time he wakes up from a nap, after an active play session, and in the wee hours of the morning if you hear him moving around. Take him on a leash to the place you want him to use—that will teach him to use that spot, and also teach him that he can go even on leash with you standing right there. That can be important if you're away from home.
When she takes the puppy to potty, she should not play with him until after he does his business. If he doesn't go within 10 minutes, put him in his crate for 10 to 15 minutes, then take him to potty again. When he potties, praise him and reward him with a treat or short playtime. Wait a few minutes before you take him in—sometimes puppies don't finish on the first try, so give him time to be sure he won't have to go again in three minutes.
Please remind her to keep the puppy's potty place clean—pick up feces every day. neither you nor the dog likes to step in it.
An inexpensive alternative for urine odors (but not feces) is a 50-50 mixture of white vinegar and water. I keep a spray bottle full when I expect puppy messes to clean up.

If she sees her puppy start to go in the house, say “No” or “Ahh!” pick him up, and take him out. When he's finished, put him somewhere safe and clean up the mess. Pups go in the house because they haven't learned where they should go.

The key is consistency. Should work great!

It's not helping anything what she is doing, it was the way I was always taught to house train a dog but I tried that method and it did nothing but make the dog have pee on it's nose. Puppy's have a attention span of seconds so they pee or poop and off they go, already forgotten about it. So when you go and put that pups face in that pee after it's done it doesn't know that your showing it bad don't do this, it just is thinking ok my pee why the heck do i have to get this shoved in my face?! They have already forgotten so it's not teaching them anything but to be frightened of you. The better way is many trips to the paper after playing, waking up or eating, or taking them outdoors to go if your not using paper...and keeping the puppy contained in either a little puppy pen with the floor papered or a kennel that it can sleep in and turn around but not run around all over..they generally will not go to the washroom in the kennel so when they come out it's time to take them.

What Yew Shud Do Is Everytime It Pees IIn The House Take It Outside! And Wait Untill Yew Have Cleaned It Up Then Let It Back In... If They Pee Outside Reward Them... They Will Get The Message

Shoving a dog's face in their own feces/urine is abusive. It may work but the chance is just as likely that they will learn to hide it from you or eat it to avoid getting in trouble. A better plan is to crate train, stick to a schedule and positively reward proper "potty" behavior.
I have scolded the mess with a puppy watching but I was literally scolding the mess NOT the dog. Then I cleaned up the mess in a paper towel or plastic bag and took it outside (with puppy following) placed it in a good area and praised it. It worked even though I felt like an idiot the first few times.

add: Bite the dog for an "accident" wow, that's mindbogglingly ignorant. A mother dog does not bite a puppy for going inside. If she can get them outside she'll take them out to go. Most female dogs clean up the mess their pups make because it is instinct but they do NOT bite them for "wrongful" elimination. Please don't tell your sister to bite her dog.

it could work, but obviously its not. What she needs to do it watch the dog and let it out often, if it goes in the house, she needs to catch it right away and show it that was wrong, and then take it outside or to the paper where its supposed to go. make sure she uses a voice showing it that shes not happy, and even saying a certain word like NO or making a sound that she will always do when its doing something wrong. THey say that of you don't catch the dog right when they are goin, or just gone, and you find it later after they have gone off to play, then its not goin to help to decipline it. Puppies are a handfull and shes just gonna have to make sure she watches it and lets it out often.

No, it doesn't work. It only makes the dog want to hide from your sister when it has to pee, and it also makes the dog fear your sister. Positive training works better and faster than negative training does. There are many websites and books on positive dog training. I would point her in the right direction if I were you. Good luck!

Basically, if you don't catch the dog in the act of messing on the floor, any correction you give is useless. If you DO catch them in the act, the best thing to do is to pick them up (they will stop peeing), take them to the appropriate potty place, and praise them lavishly when they finish pottying in the appropriate place. If she pottys on the paper all on her own, its important to praise her doubly for this, so she will learn that that is a good behavior. In general, puppy attention spans are very short, and thier bladder control is poor.
