I haven't found any yet that offer them. what schools do?

Do you have a Guidance Counsellor in your school? Do you have any teacher or administrator in your school who acts in that capacity? This is the source which should be able to find merit scholarships which are all inclusive; tuition, room and board. On your own, Which schools are your first choices and second choices ? Find out who the admissions officers are. Ask what merit scholarships are available which are fully funded. Hope you find the right school. Remember, big isn't always the best.

Some do. Usually school's have a set number of full-ride scholarships they'll offer and then have others.
