popcorn balls corn syrup+sugar disolving time?

im making pop corn balls my recipe is 1 cup sugar mixed in 1 cup corn syrup heated on low it wont become clear like the recipe says. help?

Are you sure your recipe says on low heat? My recipe uses medium heat and then brings it up to the softball stage, which can't happen until after it's been brought to a boil.
