You have received many great responses (and many not so great!) to this question. What I will add is that rats are NOT cheap! If you are looking for a rat, be aware that rats can be quite prone to upper respiratory infections and must be taken to a vet for treatment. Vet bills can be quite high. Cage costs can range from $40-$140 with the larger more expensive cages being the best option. Rats should never be kept alone so they do need a companion. Please read up on them before committing to it.
That being said, if you are prepared to care for them, they make ideal pets. They are loving, smart and clean. They need owners that will spend time with them and play with them. They can make great friends for you if you have the time. They can be litter trained so cleaning after them can be quite easy (though a once a week or so thorough cleaning of the cage is needed). They can be taught to come to their names, climb ropes, and other small tricks that make you smile. They show you love and respect in the cutest ways. Once you get a pair, you'll be a rat lover for life.

They are very intelligent, affectionate, really pleased to see you, and very funny.
But their bladders leak constantly, they only live 2-3 years and they stink really badly. Oh, and boy can they jump far. It was a bit scary to have one leap out of its cage and onto your shoulder when you weren't expecting it.
I loved my rat (Petunia) and was really sad when she died. But it wasn't until she did that I discovered my recurrent chest infection was due to her.
