I have googled and used yahoo search engines and both only provide sites that show a few of his pictures but provides no information about his life, background in painting or what the value of his paintings is.
Does anyone know where and when he was born? What his paintings are worth? Where did he live?

I would suggest you go to the library and ask for the artist biography books such as Dowdy, etc., that gathered short biographical essays on thousands of artists. Once you learn a little, you can learn more by looking in even more specialized books like "local artists in the upper midwest" if that applies.
I did a search for my great aunt Louise Kelly and found a fair amount. The fact that Artnet has no references on him, since they gathered from a number of books, is discouraging.

Richard Roebuck Folk Artist

Yes I can give you information. He is an African American Georgia Folk Artist from Hartwell, Ga. He was born in 1960. His mother was a self taught artists. I had some African American art in my window & he came into my shop in Hartwell, Ga. He started painting & bringing his art work to the shop for us to sell. After a while he started painting in the back room workshop. He painted for a couple of years then he left for a while came back, left again & came back again. This went on for years. I have no idea where he's at.now. When he was painting in the back of the shop he had 1 painting that was his Mother's work. This painting was given to us as a gift from Richard...At this time this was the only painting of his Mother's he had. We still have the painting & some other earlier paintings as well. The weighing of the cotton was one of the early paintings that he painted. It has always been one of my favorites..Visit our website @ www.alleycatantiques.net

One of the web sites said that Richard Edward Roebuck was a Georgia folk artist.
