Then the Lord said to Cain, “Where is your brother Abel?” “I don’t know,” he replied. “Am I my brother’s guardian?” Then He said, “What have you done? Your brother’s blood cries out to Me from the ground! So now you are cursed [with alienation] from the ground that opened its mouth to receive your brother’s blood you have shed. If you work the land, it will never again give you its yield. You will be a restless wanderer on the earth.” But Cain answered the Lord, “My punishment is too great to bear! Since You are banishing me today from the soil, and I must hide myself from Your presence and become a restless wanderer on the earth, whoever finds me will kill me.” Then the Lord replied to him, “In that case, whoever kills Cain will suffer vengeance seven times over.”And He placed a mark on Cain so that whoever found him would not kill him. Then Cain went out from the Lord’s presence and lived in the land of Nod, east of Eden.

Seems pretty clearly explained to me. Even though Cain killed his brother and was unrepentant, a loving God held him accountable but gave him protection.

In my understanding of this passage, it is simply a warning to Cain. God tells Cain that the land he killed his brother on will no longer be fruitful as it was before, and he must be banished from it. He will wander the earth, and because of this he will be killed.
The symbol placed upon him was thought to be a number of symbols. Some Christians say 666, while others disagree.

The real questions are how could Cain possibly be
hiding from an all seeing all knowing entity. And
why does he need a mark. If God would be all
powerful he wouldn't need a mark. He would just
not be killed. And why would someone who kills
Cain be punished with something he has basically
nothing to do with?

No, Cain was being banished - away from his family to another part of the land.

He was not being sent to hell.

You could say yes, but He simply meant that Cain and any of his descendants would not be the "Chosen people" who would be God's people.

I don't think so. I think He was speaking of his earthly life and how bad it would be. Jesus died to save Cain also.
