OHh gosh i have had cats since i was a baby and if there is one thing that a cat wants is some lovin...My oldest sister gave us her cat before she passed away :( This cat is worse than my husband LOL i have had this cat in my life for 6 years and he WANTS AND NEEDS my attention 24/7 this is no joke he will sit there and stare at me until i tell him common lets go to bed LOL {sounds nasty} but he runs into the bedroom and i turn the t.v. on in the bedroom and he gets on my chest and claws me until he decides to go to sleep and he will sleep on my chest {good thing my husband works graveyard this week} and even when i try to get him off of me to lay on my side he will put his front paws on my arm {where my armpit is} and his back claws has to be close to my chest area and he will go to sleep like that he makes it impossible for me to go to sleep and when he gets enough of me tossing and turning he lays right above my head...

So my answer is they sit and stare at you forever cause they want some attention and i think the only way they think they are going to do it is by intimadating you LOL !!!

They are trying to get your attention to give them something such as food, water, or to go outside.

A dog or cat can also sense when a person is sick, or about to have a stroke, or an epilepsy attack. A dog will jump on the person to alert them. A cat will keep looking at the person until the person moves. Sometimes a cat will actually sit on the sick person and look at them.
