Well, that was a month ago, and it meant she was healthy on the day, no guarantee that she'll stay healthy for a month, or even a week!
Just take the dog to the vets, they'll check her for fleas first (do you know how to look for flea dirts?) and then try other things.

I think she's probably allergic to the shampoo. The vet can give you a medicated shampoo. Thay usually have it right in their office. But do it fast. Find an all night vet, because meanwhile your dog's going nuts and she's going to start creating alot of sores on her body from all the itching, which will lead to even more problems.

She is obviously having an allergic reaction to the shampoo. As for the itchy skin, it is probably an allergy to the food. No corn, by-products, BHA, BHT or ethoxyquin. Do a search for the top 10 dog foods and start with any one of those for the best health of your pet.
Diphenhydramine can be given (benadryl), the kind with no other ingredients in it! Up to 2mg per pound every 8-12 hours.
Next time you want to shampoo your dog, ask the vet for a recommendation for a shampoo for a dog with the itchies.

take her to a 24 hour vet. she needs medical care immediately. You can also give her human Benadryl but I am unsure of the dosage - maybe you can find that info on line. In the mean time put her back in the bath tub and rinse her with warm water. Get all of that shampoo off of her - she is obviously allergic. You can put a topical cream on her back too.
My dog has skin allergies and I give her a medicated bath with special shampoo once a week. If i dont she licks the bottom of her paws like crazy. It is a pain in the neck but I have no choice she is miserable without the bath.

Hmm i think shampoo could have been the worst thing you would have done.
Take it to the vet. They may give you a medical shampoo. My dog had a rash after his operation. We had a cream (much easier coz it was his bare skin) it dissapeared in days.

Technically, your dog is "scratching" and not "itching".
Technically, there is no such thing as a "puggle".
And technically, you need to see a vet, because we don't know your dog, the way she lives, what she does and why this could be happening.
